Description:
Dimensions range from 5 mm - 16.2 mm high and 3 mm wide.
Width to height ratio: 0.6:1 ~ 0.19:1
Shell: ovate-conical, rissoiform; minute to small. About 6.5 whorls, rounded; protoconch with ~1.5 whorls opaque, showing minute riblets under maginfication; teleoconch with ~5 whorls. Suture distinct. Approximately 25 - 32 costae on the body whorl. Costae are sharp, thin edged, but heavier where they join the whoi, curved to follow the contour of the whorl, with a small pit at the suture before joining the next costa above. Costae very slightly reflected; continuous from whorl to whorl, with a small pit at the suture before joining the costa above. Intercostal spaces smooth, without spiral threads. Fasciole strong, wrinkled anteriorly. Aperture round, lip heavy. Operculum unknown.

Etymology:
The name honors Carol Skoglund of Phoenix, Arizona, an avid collector, who brought the specimen back from a collecting trip to Panama in March 1972
